We the Village of Berlin Heights would like to post pictures and addresses of our men and women serving in the military.

We are hoping to generate lots of letters and postcards of encouragement to let them know we are behind them 100% and
are praying for their safe return home to their love ones.

Mayor Kelly Moon called the December 14, 2011, meeting of the Berlin Heights Council to order at 7:00P.M. All in attendance recited the Pledge of Allegiance. Members in attendance were: Richard Close, William Coleman, Karen Foster, Carl Kamm, Michael Oehling, and Connie Ward. Close presented the minutes of the November 9, 2011, meeting for approval. Oehling moved and Foster seconded to approve the minutes. All present voted aye.

AUDIENCE PARTICIPATION

MAYOR’S REPORT
Fines of $406.00 were received from Erie County Court.
The police activity report was presented for the month of November. The report will be placed on file.

A letter was sent to Brad Phillips in regard to the water that pours from his field, over the hill, and onto SR61. Due to the extensive repairs to sewers and roadway, a solution must be found for abating the water flow.

Erie County Commissioners have collected pictures of all townships, cities, and villages in Erie County and now have them on display in the Services Center commission chambers. They are encouraging all residents to stop in to see the wall.

FISCAL OFFICER’S REPORT
Hoffman presented to Council for approval a $150 transfer from the 750-141 to 750-211, and $125 from 610-399 to 420-1102. Close moved and Ward seconded to approve the transfer. All voted aye.

Coleman moved and Oehling seconded to pay the bills. All present voted aye.

Hoffman presented the Temporary Appropriations 2010 for approval. Close moved and Oehling seconded to accept the Temporary Appropriations 2012.

Bills were paid for the work completed on SR61. A financial recap was provided explaining how the money was spent.

SOLICITOR’S REPORT
The Solicitor provided Council with ORDINANCE 2011-O8 PROVIDING FOR THE APPOINTMENT OF A SOLICITOR FOR THE VILLAGE OF BERLIN HEIGHTS, OHIO AND DECLARING AN EMERGENCY. Foster moved and Ward seconded to suspend the three reading rule. In a roll call vote, all present voted yes. Foster moved and Ward seconded to adopt Ordinance 2011-O8 as an emergency. In a roll call vote, all present voted yes. 

COMMITTEE REPORTS
Street- The catch basins for the length of Center St. have been cleaned, and the lines jetted and cleaned of debris. There are two areas along SR61S that have wash outs. The Mayor has been working to get the ODOT to do the repair work and bill us. No commitments at this time. A new contractor will have to be found if ODOT will not complete the work. Also, the catch basin at the corner of SR113 & SR61 appears not to be a problem.

A new work list has gone out to maintenance. The truck is ready for snow.

OLD BUSINESS
Electricians are working on the village clock.

NEW BUSINESS
Outgoing councilman William Coleman again brought up the idea of the Village participating in a program with ODNR concerning a flood plain in the area. He is interested in buying a home in the village, but cannot get insurance as part of the house is in a flood plain. After a lengthy discussion, it was put before Council to have the Solicitor draw up the needed paper work to register the area with ODNR as being in a flood plain. Close moved and Ward seconded to approve the Solicitor working on the paperwork. All voted aye. Coleman abstained from the vote.
Foster brought up finishing the work needed to complete the restoration of the vestibule. She will chair the committee.

Our incoming Mayor, CJ Kamm, thanked the outgoing Mayor, Kelly Moon, for all of his years of service to the Village. An open house for Village residents will be held January 29, 2012, from 2-4pm to honor the Mayor for his 25 years of service.

Coleman was thanked by the Mayor and Council for his 12 years of service.

The final thanks went out to Hoffman, Caskey, and Leuszler for putting up the Christmas decorations about the village.

The Solicitor made the new mayor aware that in January there will be the need to appoint a resident to fill the vacant seat on council. He asked that council keep their ears open for possible candidates.
